Hmm...can't say anything untoward is happening to me this evening - when you say 'flicking', do you mean scrolling down and then the page flicking back up the top?
Normally this happens when there's some slow loading pictures on the page.

I had this yesterday, but for me, I think it's the way Google Chrome loads up all the tabs when first starting.
